Found unidentified Heater treater on road near this well. Small amount of oil sludge around the bottom of treater. No dike wall and no oil tanks at this site. Found well with a plastic bucket covering an open well head. No lines connected to well head and no power lines to location found. Pipe pumping unit base on site. No unit. Found excess vegetation at the Heater treater and well site.
